The Strategy: Expanding Examination Capacity Ahead of 2029
It is important to clarify how this policy operates: this is not a centralized direct-hiring scheme, but a structural reform designed to eliminate the long-standing backlog in overseas qualifications recognition.
✔ Increased Exam Capacity: The primary bottleneck for international clinicians has been the limited availability of seats for the Overseas Registration Examination (ORE) and the Licence in Dental Surgery (LDS).
✔ Target Capacity: By the 2028–2029 academic period, funded capacity will expand to support the registration of up to 2,400 overseas dentists annually.
✔ Addressing "Dental Deserts": The framework specifically aims to restore NHS dental services in rural and coastal areas currently facing critical practitioner shortages.
How to Apply and Registration Status
Because there is no direct government recruitment portal, individual practitioners must manage their registration directly through the official regulatory body: the General Dental Council (GDC).
Application submission on the GDC portal is open continuously throughout the year. Once an applicant’s initial credentials are reviewed and approved, they gain eligibility to book examination seats for the ORE or LDS.

Key Eligibility Requirements
To submit an application to the GDC for examination eligibility, overseas candidates must provide the following documentation:
1. English Language Proficiency: Valid IELTS Academic test results (overall minimum score of 7.0, with no individual section below 6.5) or an OET (Occupational English Test) equivalent.
2. Demonstrable Clinical Experience: Signed verification confirming a minimum of 1,600 hours of direct clinical practice with patients following qualification.
3. Academic Qualification Review: A Statement of Comparability provided by UK ENIC.
4. Good Standing Certification: A Certificate of Good Standing issued by the relevant dental board or regulatory authority in the clinician's home country (issued within the last 3 months).
